The Court turns insecure sea lanes into bargaining power. It smuggles, fences stolen cargo and sells passage through dangers its captains sometimes create themselves. Its strategic goal is recognition as a maritime power, allowing selected captains to exchange piracy for profitable privateering charters.
Moral character: Predatory and internally divided. Individual members may disagree with their organization’s conduct.
Leadership & control
Ravel claims kingship, but captains retain ships and crews. A seasonal gathering allocates shared safe harbors and settles prize disputes; captains can desert him if his favors cease to matter. Ravel’s power rests on access to repair coves and trusted brokers more than obedience to a crown.
Faith & moral tensions
Crews keep varied devotions and superstitions. Some invoke Mirellune to sanctify shipboard discipline; reputable priests reject claims that a captain owns every choice aboard. Others present themselves as liberators from merchant tyranny while extorting smaller fishing communities. A charitable captain does not absolve the confederacy’s violence.
Resources & membership
Stolen cargo, contraband tolls and protection payments fund ships. Recruits include escaped debtors, dismissed sailors and opportunists, with sharply different reasons for joining. Harbor authorities pursue particular crimes rather than treating every sailor’s rumor as proof.
Daily life & internal tensions
A coastal village may receive cheap flour from one Court ship and a payment demand from the next. Captains who want legitimacy oppose raiders whose cruelty makes negotiation impossible. Freewake sometimes hears their warnings; the Meridian Exchange wants their routes closed; the Lantern Underbriar occasionally buys passage without becoming their ally.
