The Broken Seal gives stolen things respectable histories. It replaces ownership records, invents discovery sites and sells convincing chains of custody to collectors who prefer not to ask questions. Its ambition is to make legal and illegal relic markets so entangled that authorities cannot close one without humiliating the other.
Moral character: Evil and commercially disciplined. Individual members may disagree with their organization’s conduct.
Leadership & control
Independent workshops answer to a broker known as the Registrar of Ash. incumbent Caldris Penn, a mature Silkborn man, formerly copied estate inventories. Brokers vote with access to buyers, not ballots. Caldris wants legitimacy through a museum donation and fears an honest junior clerk more than an armed rival.
Faith & moral tensions
Members borrow Threxian language about rewriting identity to excuse rewriting an object’s history. That is the syndicate’s rationalization, not Threxian doctrine. It tolerates private worship but values plausible paperwork above miracles. The evil lies in theft, dispossession and the destruction of context for profit.
Resources & membership
Forgery commissions and sale percentages pay copyists, fences and bribed examiners. Recruitment targets debt, wounded professional pride and collectors’ networks. Compartmentalized work lets artisans claim they never knew the whole operation, sometimes truthfully.
Daily life & internal tensions
A genuine relic sits beside an almost genuine receipt. The syndicate pays promptly, a powerful attraction when respectable patrons do not. One cell wants to return a culturally vital object whose theft would expose every broker; another sees scandal as a chance to extort its buyer.

A recovered monument appears for sale with documentation older than the expedition that found it. A forged chain points to a legitimate temple. The party can trace ink, payments and witnesses, protect an unwitting copyist and decide how to return the object without erasing the living community’s claim beneath another institution’s paperwork.
