Erosia has kingdoms, republics, city states and local traditions of authority. No single mortal institution governs the entire world. A temple’s spiritual importance, a guild’s skill and a merchant’s wealth can shape a community without granting any of them unlimited civil power.

Development model: The Council of Seven Wards below is a proposed Amarosan settlement from the organization development book. Its offices, electoral arrangements and powers are presented together for review; the seven wards and their boundaries remain to be established.

A Council of Seven Wards

Each ward elects a delegate for three years through resident household rolls that recognize renters and communal homes. Delegates choose a First Steward for one year. The Steward coordinates civic offices and represents Amarosa, but cannot create taxes or extend an emergency alone. The electoral wards need not coincide with the city’s named cultural districts.

Guilds, temples and merchant houses submit petitions and expertise without automatic council seats. A separate civic bench hears charter disputes and criminal charges. Magistrates serve staggered terms; removal requires a recorded finding by the remaining bench and a council vote. These arrangements limit authority without eliminating patronage.

The work of government

  • The Common Hearth Ledger administers approved revenue and public works.
  • The Open Door Office licenses and inspects public premises.
  • The Hearthline Registry maintains kinship, inheritance and responsibility records.
  • A municipal watch enforces warrants and responds to immediate threats. Temple guards protect their premises; guild discipline does not confer a right to imprison citizens.
  • Emergency powers require an expiry date and review by the civic bench.

Power beyond office

The Exchange can deny credit. Pilots can halt unsafe arrivals. Water workers understand the channels beneath the streets. Temples provide relief and shape legitimacy. Archive keepers preserve the records through which claims can be proved. Workers can withdraw their labor. A First Steward must negotiate with these institutions even when the law formally favors the city.

Authority beyond Amarosa

An Amarosan license has no universal force. A kingdom, village moot or temple estate may recognize only some of its charters. Regional chapters negotiate local standing; religious witnesses may advise a court without replacing it. The question is always specific: who granted this authority, what does it cover, and when does it end?
