Cinder Judge
“You have called it patience for nine years. I call it anger with nowhere lawful to stand.”

Cinder Judges are promoted Devils associated most strongly with orange resonance: anger, rage, humiliation, resentment and the demand that an unanswered wrong become action. They are not judges in the mortal legal sense, and their presence does not prove that a grievance is righteous; the title describes their obsession with making anger produce a verdict, confrontation or consequence.
Most Cinder Judges Promote from Orange Imps that learn to channel fury into structured bargains rather than immediate violence. They become terrifyingly effective when dealing with mortals who have spent years swallowing resentment, because the Devil can offer a path from private rage to public answer.
Promotion Through Grievance
Orange Imps Promote toward this form by gathering compatible Whispers through confrontation, vengeance, exposure, restitution and decisive boundary-setting. The Devil does not need the bargainer to kill anyone; an abuser exposed, a corrupt official challenged, a stolen inheritance reclaimed or a humiliating insult finally answered may carry more useful resonance than indiscriminate bloodshed.
Cinder Judges are therefore drawn to disputes that have become emotionally immovable. They are especially interested in grievances that everyone acknowledges but nobody has acted upon, because such situations offer both dense emotional mass and clear fulfillment conditions.
Appearance and Bearing
Cinder Judges often display orange, copper, rust or ember-bright coloration, with thick horns, powerful claws and heat-darkened wing membranes. Their bodies are more robust than those of most promoted Devils, and old contract marks sometimes appear across their skin like cooling cracks in fired clay.
They commonly carry chains, scorched tablets, broken weapons, legal seals and fragments of objects associated with settled grievances. These are not necessarily instruments of punishment; to a Cinder Judge, they are evidence that anger once became consequential enough to change the world.
Orange Imps: Heralds of the Burning Grievance
Orange Imps carry the Cinder Judge’s summons and search out wrongs that have festered into fury. Aggressive, militant and quick to challenge, these fiery lesser Devils are drawn to barracks, courts, ruined homesteads and the aftermath of public humiliation. They collect accusations, uncover witnesses, carry demands and sometimes provoke a confrontation by announcing a grievance where its target can no longer ignore it. Their infernal zeal is no guarantee that the accusation is true or the desired punishment deserved.
In practice, Orange Imps assemble the ingredients of confrontation. One delivers a formal challenge, another brings witnesses to a public hearing, and a third arranges for an accused official to face those who have been silenced. More violent agents may break barricades or threaten an opponent, though such deeds can invalidate a bargain or destroy the evidence they need. Their work is to bring a grievance to its appointed reckoning, not to make the verdict automatically righteous.
An Orange Imp can bargain to bring anger to a consequential answer: evidence exposed, restitution sought, a public challenge made, a tyrant confronted or a boundary finally enforced. Under a valid agreement, such acts may produce compatible orange Whispers for the Imp to collect when the stated terms are fulfilled. Rage, injuries and killing are not automatic payment. A shrewd Orange Imp learns that a restrained but decisive reckoning can carry more weight than indiscriminate violence.
Through repeated bargains that transform fury into deliberate consequence, and the accumulation of compatible Whispers, an Orange Imp may Promote into a Cinder Judge. Until that threshold, use the standard Imp monster and encounter rules and orange Resonant Spill. Its authority as a messenger does not make it the infernal judge who issued the summons.
A blackened summons appears at three different households; miniature scorched footprints surround a courthouse; a witness reports a horned courier demanding an answer by sundown. Characters may follow these signs to discover the grievance, test whether it is true and intervene before the confrontation becomes a riot.

Contracts of Answered Anger
Cinder Judges bargain around evidence, confrontation, protection, retaliation and access to the person or institution that must be faced. Their contracts often sound blunt because ambiguity frustrates them: who wronged whom, what action counts as answer and what event will fulfill the bargain are usually defined with unusual clarity.
They cannot make vengeance just merely because someone is furious. A Cinder Judge can be manipulated by false grievance, and some deliberately avoid questions of morality altogether; the Pathos-Toll measures emotional consequence, not ethical correctness.

Traits
Emotion-Born. Effects that detect fiends identify this creature as a devil. It is not part of demon, Gelkin or Chrysalis metamorphosis. Native color identifies sustaining resonance: Red—desire; Green—envy; Blue—sorrow; Orange—rage; Black—grief. Color does not prescribe alignment.
Evidence Before Sentence. The devil has advantage on Wisdom (Insight) checks to detect a lie about an event it witnessed. This is not supernatural proof and does not reveal the truth behind a lie.
Actions
Multiattack. The devil makes two Cinder Gavel attacks. It cannot replace these attacks with Answer Me.
Cinder Gavel. Melee Weapon Attack: +6 to hit, reach 5 ft., one target. Hit: 13 (2d8 + 4) bludgeoning damage plus 3 (1d6) psychic damage.
Answer Me (Recharge 5–6). Choose one creature the devil can see within 30 feet. A target must be able to hear the devil. Use only the version for the table’s chosen mode. This action cannot make a creature confess, accept a bargain or fulfill a contract.
- Classic Play. Each target makes a DC 14 Wisdom saving throw. On a failure, it takes 21 (6d6) psychic damage and it cannot take reactions until the start of its next turn. On a success, it takes half as much damage and suffers no additional effect.
- Veiled Rules. Each target makes a DC 14 EROSave. On a failure, it takes 21 (6d6) psychic damage and becomes Stirred by this devil for 1 minute. This Stirred state persists after the usual affected ability check. At the end of each of its turns, the target repeats the save, ending this state on a success. If already Stirred by this action, a failed save against a new use instead makes it Overwhelmed: it cannot take reactions until the start of its next turn, then its Desire condition ends. On a successful initial save, it takes half damage and does not change Desire state. This target culmination does not trigger the devil’s own Sentence of Cinders.
- Unveiled Rules. Each target makes a DC 14 EROSave. On a failure, it takes 21 (6d6) psychic damage and gains 1 Arousal. On a success, it takes half damage and gains no Arousal. Its own Climax follows its own effects, not the devil’s Sentence of Cinders.
Bonus Actions
Measured Withdrawal. The devil takes the Disengage action.
Reactions
Answered Blow. When a creature within 5 feet hits the devil with a melee attack, the devil deals 3 (1d6) fire damage to that creature.
Mechanics of Desire
Escalating Fury. Arousal expresses the emotional pressure described in this entry, rather than necessarily sexual excitement. Use the Mechanics of Desire for the chosen mode; the modes are alternatives.
- Classic Play. Track neither Arousal nor Libido. Use the Classic version of Answer Me; ignore Deepen the Hook, Resonant Appetite and Sentence of Cinders.
- Veiled Rules. Track Composed, Stirred and Overwhelmed; do not track Libido. When the devil itself becomes Overwhelmed, resolve Sentence of Cinders once and end its Desire condition. If another effect also supplies a culmination effect, use this creature’s named release instead of stacking two releases.
- Unveiled Rules. The devil begins with maximum Libido 5 and Arousal 0 unless the encounter establishes otherwise. Its Desire DC is 14. On reaching Arousal 6, resolve Sentence of Cinders as its creature-specific Climax Effect, reduce Libido by 1 (minimum 0), and reset Arousal to 0. At Libido 0, apply normal Depletion and Exhaustion rules; it cannot spend Libido it lacks. A long rest restores its maximum Libido and resets Arousal to 0. No short-rest recovery is granted by this stat block.
Desire Traits
Deepen the Hook (Unveiled Only). Once on each of its turns, when a target fails an EROSave against Answer Me, the devil may spend 1 Libido to give that target 1 additional Arousal. This respects the normal maximum of 3 Arousal gained during one turn and the Arousal 6 ceiling.
Resonant Appetite (Unveiled Only). Once per round, when another creature within 30 feet Climaxes because Arousal gained from this devil’s effect brings it to 6, the devil regains 1 spent Libido, never above 5. This does not create or collect a Whisper.
Sentence of Cinders
The devil may move up to half its speed without provoking opportunity attacks and make one Cinder Gavel attack. It can benefit from this release no more than once per round.
Whispers and Pathos-Tolls. Arousal is pressure, not consent; Climax is release, not contractual fulfillment. No ability in this stat block generates a Whisper through damage, a failed saving throw or release alone. Collection requires the actual fulfillment and collection clauses of a valid bargain. Whispers are emotional resonance, not souls, memories or automatic ownership of their source. Custody of an entrusted Confidence grants no right to read, sell or consume it.
Using Cinder Judges in Play
Cinder Judges fit naturally into rebellions, blood feuds, labor disputes, family conflicts and political scandals. They can serve as catalysts when everyone at the table understands the grievance but nobody has yet made the choice that will force consequences into the open.
The worst Cinder Judges become addicted to escalation rather than resolution. They continue finding new offenses after each contract closes, teaching mortals that anger is safest only when perpetually renewed; such Devils grow powerful by ensuring no grievance ever stays settled for long.
Tactics and Encounter Use
Close quickly and use Answer Me against an evasive foe. Bargains offer evidence or a confrontation; its judgment is fallible and creates no authority over unsigned parties.
Contract Scope. Before using a bargain, record the service, willing parties, fulfillment condition, compatible Pathos-Toll, collection method and any agreed breach remedy. Promised services require the devil’s actual resources, contacts or separately established magic; this stat block grants no unlimited wish, compelled affection or automatic resurrection.
