“Three Whispers in the vessel, two on the ledger, and one still owed. If you call that six, you need a Clausekeeper, not an accountant.”
Infernal business involves more than the signing of a bargain. Contracts must be fulfilled, Whispers must be accounted for, and collected emotional resonance must pass through hands that may not own it. These optional rules give a Devil court, a mortal Pactsworn, or an entire company of infernal agents a shared procedure for pursuing claims and building a reputation.
The Six Steps of an Infernal Commission
- 1. Petition. A client names a concrete want and explains why they seek a particular Devil’s service. The company may refuse the offer.
- 2. Audit. Check whether the service can actually be provided, who holds relevant rights, and whether a third party’s independent decision is involved.
- 3. Covenant. Record the parties, promised service, fulfillment trigger, Pathos-Toll if any, payment rights and any valid remedies for breach. All contracting parties must meaningfully accept.
- 4. Fulfillment. Play out the relevant adventure. A desired outcome must actually occur; intention, effort or an arousal event cannot substitute for a specific agreed condition.
- 5. Custody. If a collectible Whisper is released, identify its owner, custodian, resonance and whether it enters a vessel, passes to a claimant or returns to Erosia.
- 6. Appeal or Closure. Close the contract, negotiate a new arrangement or bring a genuine dispute before a Clausekeeper. A Markhound may locate a missing party; a Pathos Bailiff acts only under enforceable authority.
The Whisper Ledger
A Whisper is emotional resonance made consequential. It is not a soul, a memory sold by default, a tally of damage dealt or a unit produced automatically by the Desire Cycle. For each collectible Whisper, keep a single record of the following details:
| Ledger field | What is recorded |
|---|---|
| Claim | The original bargain or other specific rule that permits collection |
| Source | The consequential event from which the Whisper arose, without assigning ownership over the source person |
| Resonance | Red desire, Green envy, Blue sorrow, Orange rage, Black grief, or another explicitly established form |
| Fulfillment | The exact condition that actually occurred and made the Toll due |
| Owner | The Devil or other claimant legally entitled to the Whisper |
| Custodian | The person or vessel currently holding it; this can be different from the owner |
| Status | Expected, released, collected, held, transferred, disputed, spent or dispersed |
A claim and a Whisper are not the same thing. A contract still awaiting fulfillment is recorded as an expected claim, not cargo already held. The same Whisper must never be entered as several owners’ property at the same time. An entrusted Confidence is not ordinary trading stock; its custodial terms remain binding.
Whisper Vessel: The Portable Reliquary
Wondrous item (uncommon), infernal implement. A portable Whisper Vessel resembles a sealed reliquary, glass-ribbed urn, heart-lantern, fitted cage or brass chamber etched with a contract register. It is an object, not a Devil, a lineage or a creature with independent combat actions. It is carried by couriers and agents rather than Promoted into by Imps.
- Capacity: The vessel stores up to three distinct manifested Whispers. Each occupies one chamber; resonance colors do not combine or change type.
- Loading: A creature authorized to hold a Whisper can place it into an empty chamber during a 1-minute transfer. The ledger records the new custodian and existing owner. Opening a chamber conveys no new ownership.
- Inspection: A creature handling the vessel can see which chambers are occupied and their visible resonance colors. Identifying an unfamiliar or disputed Whisper’s provenance still requires evidence or an appraisal.
- Discharge: An authorized collector may transfer a Whisper to another permitted vessel or rightful claimant in 1 minute. When a vessel breaks, its cargo is released; nearby Devils do not automatically gain it, and it may dissipate as normal unless an explicit rule allows collection.
- Limit: The vessel grants no spell slots, Favor, Libido, Hit Points, Arousal or automatic Promotion. It cannot create a Whisper, seize a living creature’s feelings or turn an unfulfilled promise into payment.
An Imp courier might bear one such vessel and a small ledger in a shoulder harness. The sight of three glowing chambers announces that its business is serious, but tells observers nothing about whether it has earned any of the cargo for itself.
Earning Whispers Without Farming People
An Imp accompanying a Pactsworn may receive compatible Whispers as a contracted commission, a valid share of a fulfilled bargain or another specific collection effect already established in the Tome. Its share should be written into the terms before the relevant fulfillment. The Imp never gains a Whisper merely because its Pactsworn wins a fight, casts a spell, receives Favor, triggers a Climax, charms a creature or makes someone feel strongly.
A contract should produce a meaningful adventure and a consequence, not an excuse to generate unlimited currency. Simple errands may create legitimate service obligations but need not yield a manifested Whisper. A major consequence can create a Whisper only where the rules or valid contract establishes its release.
An Imp’s Four Milestones Toward Promotion
Promotion is an arc of identity and accumulated compatible resonance, not a level-up, kill counter or universal numeric price. Use the following milestones as narrative signs. They may occur over many adventures, and completing them does not override the established origins or powers of any particular promoted Devil.
| Milestone | Evidence in the fiction | What changes |
|---|---|---|
| First Claim | The Imp receives a legitimate, compatible commission from a fulfilled agreement. | It begins keeping its own account and developing professional pride. |
| Trusted Agent | It completes a difficult assignment, protects entrusted cargo or refuses an unlawful shortcut. | Another Devil, mortal or institution begins to trust its judgment. |
| Independent Choice | It makes a consequential decision not dictated by its patron, often putting a relationship or commission at risk. | Its own Desire Engine becomes more important than its assigned duty. |
| Promotion | Sufficient compatible resonance, professional mastery and a story-defining culmination finally align. | Its true form becomes a greater or specialized Devil with its own identity and obligations. |
When Promotion occurs, the Devil becomes an independent NPC whose new monster statistics belong to the DM. It does not remain a free promoted-CR combat pet. An existing Pact of the Chain familiar can remain as a lesser Imp-shaped manifestation only under a continuing agreed covenant, using the ordinary familiar rules. The original bond may instead become an alliance, rivalry, employment or even a future patron relationship.
Operating an Infernal Company
An infernal company can be a collection office, small shop in a half-realm, debt-investigation service, licensed tribunal agency, court messenger network or an irregular crew hired by competing Devils. The characters need not be Devil player ancestries. A mortal Pactsworn, Hollow-Souled heir, Oathsworn advocate and named Imp familiar can all participate through their existing character rules.
| Office | Typical duty | Risk |
|---|---|---|
| Broker | Appraise resonance, match lawful buyers and sellers. | Misvalued or stolen cargo |
| Finder | Track an active mark, missing party or lost vessel. | Mistaking a trail for proof of guilt |
| Clausekeeper | Review terms, represent a claimant, negotiate amendment. | An invalid or ambiguous clause |
| Custodian | Keep the vessel and ledger, manage transfers. | Confusing custody with ownership |
| Bailiff | Execute an authenticated warrant or escort a claimant. | Exceeding the written authority |
| Witness | Observe fulfillment and keep an independent record. | Testimony contradicted by a higher court |
An Infernal Job at the Table
For a complete commission, the DM chooses three consequential obstacles drawn from petition, audit, fulfillment, custody or appeal. A character leads each obstacle with an appropriate 5e ability check; companions may Help only when their contribution is plausible. Suggested DCs are 12 for routine infernal business, 15 for contested dealings and 18 for dangerous or well-concealed interference. Three successes resolve the commission’s immediate objective; two failures first introduce a complication, such as a false lead, third-party objection, lost evidence or overdue hearing. Continue the story to determine actual contractual fulfillment.
A completed challenge does not automatically release a Whisper. The agreed fulfillment trigger must still happen, and the owner and custodian must be identified. If a warrant is flawed or the third party refuses an action that depended on their free choice, that refusal remains a valid outcome rather than a forced completion.
Three Jobs Waiting in the Ledger
- The Expert’s Opinion: A Whisperbroker offers a laughably low sum for a Blue Whisper. An appraiser from another half-realm reveals that the cargo was entrusted for safekeeping and cannot lawfully be sold.
- The Hound’s Commission: A Markhound is hired to recover a vessel stolen by a mortal debtor. The debtor claims the Devil never supplied the promised service. A Clausekeeper’s ruling will determine whether collection may proceed.
- The Unseen Employer: A Pathos Bailiff delivers a genuine writ bearing the seal of a Crowned Devil. No one can establish who signed the underlying bargain, and the company’s next job is to trace the court’s own records.
Consent, Conflict and the Three Modes
No contract, writ, Imp, court or scene result can establish a player character’s consent to intimacy or rewrite that character’s enduring feelings. All players retain Scene Authority. Classic 5e handles negotiations and contests with ordinary checks. Veiled Play applies Composed, Stirred and Overwhelmed only for eligible Desire effects. Unveiled Play uses Arousal (0–6), Libido, EROSaves and Climax only where the relevant effects provide them. The Ledger never generates Whispers from those events by default.
