Pathos Bailiff

“I am not here because you angered Hell. I am here because the agreement remains open.”

Pathos Bailiffs are promoted Devils specialized in the enforcement of legitimate infernal contracts. Their chromatic resonance varies, but their form reflects a life spent pursuing breaches, securing owed Pathos-Tolls and compelling parties to confront agreements they hoped would disappear if ignored long enough.

A Bailiff is not permitted to invent new penalties simply because a mortal defaulted. Its authority comes from the contract that already exists; if the terms never established a consequence, the Bailiff cannot manufacture one after the fact without negotiating a new agreement.

Promotion Through Enforcement

Lesser Devils Promote toward the Bailiff form by repeatedly resolving active marks, returning fugitives to negotiation and completing collection on valid contracts. Clausekeepers value them because a perfectly written agreement is useless if nobody can locate the parties when fulfillment or breach finally occurs.

Pathos Bailiffs gain emotional mass most reliably from contracts that reach an actual conclusion. That makes them less interested in endless punishment than mortal stories often suggest; an agreement that remains unresolved for fifty years may create tension, but a properly settled bargain can finally release the resonance everyone has been waiting for.

Associated Imps: Any Color • Toll Runners

Infernal lineage and field role. These lesser Devils share the Imp Bestiary monster and encounter rules. Their particular assignment, the Whispers they may legitimately collect, and their path to Promotion are detailed below.

Role. Toll Runners carry notices of pending fulfillment, escort contracted deliveries, locate defaulting parties and summon more experienced Devils when an agreement needs enforcement. They work from the exact language of an existing bargain rather than a free-standing authority to punish. Some are meticulous and courteous; others are officious and frightening.

Claiming Whispers. A Toll Runner can collect only the resonance, fee or agreed share actually assigned to it when the contract’s relevant conditions are met. A breach does not permit it to improvise a penalty, steal a soul or force a new bargain. Resolving a valid contract may yield more meaningful resonance than extending its conflict indefinitely.

Path to Promotion. Imps that repeatedly settle enforceable obligations, respect the limits of each writ and accumulate compatible Whispers may Promote into Pathos Bailiffs. Until that point use the common Imp encounter rules and chromatic Resonant Spill, not the authority or statistics of a Bailiff.

Appearance and Bearing

Bailiffs tend toward broad, durable infernal forms marked by heavy horns, reinforced claws and wings built for pursuit rather than grace. Chains, seal-plates, contract tags and locking clasps are common, though these tools serve identification and restraint rather than theatrical torment.

Their native chromatic resonance remains visible in skin, eyes and wing membranes. Active contract marks often flare when a Bailiff draws near, especially when the bearer is consciously resisting a valid condition that can still be fulfilled.

Authority and Limits

A Pathos Bailiff can enforce only what the active agreement actually permits. If the contract grants a right of pursuit, collection, restraint, repossession or renegotiation, the Bailiff may use infernal power to carry that authority out; if the contract says nothing of the kind, the Devil must rely on ordinary persuasion, force or a new bargain.

Death is not an automatic enforcement condition. A mortal who dies with an unresolved mark does not therefore become infernal property unless an exceptional contract explicitly established a valid death clause; ordinary Erosian infernal law concerns emotional consequence, not default soul ownership.

Traits

Emotion-Born. Effects that detect fiends identify this creature as a devil. It is not part of demon, Gelkin or Chrysalis metamorphosis. Native color identifies sustaining resonance: Red—desire; Green—envy; Blue—sorrow; Orange—rage; Black—grief. Color does not prescribe alignment.

Enforcement Record. The devil senses active or breached marks within 30 feet unless concealed by a ward against fiendish detection. This reveals neither terms nor validity. It has advantage on Intelligence (Investigation) checks to compare a supplied enforcement order with the supplied contract.

Actions

Multiattack. The devil makes two Sealchain attacks. It cannot replace these attacks with Weight of the Mark.

Sealchain. Melee Weapon Attack: +8 to hit, reach 10 ft., one target. Hit: 16 (2d10 + 5) bludgeoning damage plus 3 (1d6) psychic damage.

Weight of the Mark (Recharge 5–6). Choose one creature the devil can see within 30 feet. A target must be able to hear the devil. Use only the version for the table’s chosen mode. This action cannot make a creature confess, accept a bargain or fulfill a contract.

  • Classic Play. Each target makes a DC 16 Wisdom saving throw. On a failure, it takes 35 (10d6) psychic damage and its speed is reduced by 10 feet and it cannot take reactions until the start of its next turn. On a success, it takes half as much damage and suffers no additional effect.
  • Veiled Rules. Each target makes a DC 16 EROSave. On a failure, it takes 35 (10d6) psychic damage and becomes Stirred by this devil for 1 minute. This Stirred state persists after the usual affected ability check. At the end of each of its turns, the target repeats the save, ending this state on a success. If already Stirred by this action, a failed save against a new use instead makes it Overwhelmed: its speed is reduced by 10 feet and it cannot take reactions until the start of its next turn, then its Desire condition ends. On a successful initial save, it takes half damage and does not change Desire state. This target culmination does not trigger the devil’s own Execute Clause.
  • Unveiled Rules. Each target makes a DC 16 EROSave. On a failure, it takes 35 (10d6) psychic damage and gains 1 Arousal. On a success, it takes half damage and gains no Arousal. Its own Climax follows its own effects, not the devil’s Execute Clause.

Bonus Actions

Measured Withdrawal. The devil takes the Disengage action.

Reactions

Interpose Sealchain. When a creature the devil can see within its reach moves out of that reach, it makes one Sealchain attack against the creature. This uses its reaction and does not also grant an opportunity attack.

Mechanics of Desire

Pressure of Reckoning. Arousal expresses the emotional pressure described in this entry, rather than necessarily sexual excitement. Use the Mechanics of Desire for the chosen mode; the modes are alternatives.

  • Classic Play. Track neither Arousal nor Libido. Use the Classic version of Weight of the Mark; ignore Deepen the Hook, Resonant Appetite and Execute Clause.
  • Veiled Rules. Track Composed, Stirred and Overwhelmed; do not track Libido. When the devil itself becomes Overwhelmed, resolve Execute Clause once and end its Desire condition. If another effect also supplies a culmination effect, use this creature’s named release instead of stacking two releases.
  • Unveiled Rules. The devil begins with maximum Libido 7 and Arousal 0 unless the encounter establishes otherwise. Its Desire DC is 16. On reaching Arousal 6, resolve Execute Clause as its creature-specific Climax Effect, reduce Libido by 1 (minimum 0), and reset Arousal to 0. At Libido 0, apply normal Depletion and Exhaustion rules; it cannot spend Libido it lacks. A long rest restores its maximum Libido and resets Arousal to 0. No short-rest recovery is granted by this stat block.

Desire Traits

Deepen the Hook (Unveiled Only). Once on each of its turns, when a target fails an EROSave against Weight of the Mark, the devil may spend 1 Libido to give that target 1 additional Arousal. This respects the normal maximum of 3 Arousal gained during one turn and the Arousal 6 ceiling.

Resonant Appetite (Unveiled Only). Once per round, when another creature within 30 feet Climaxes because Arousal gained from this devil’s effect brings it to 6, the devil regains 1 spent Libido, never above 7. This does not create or collect a Whisper.

Execute Clause

The devil may move up to half its speed toward a creature within 60 feet bearing a known contract mark, without provoking opportunity attacks. If the written agreement explicitly authorizes restraint under a currently satisfied enforcement condition, it may then make one Sealchain attack against that creature. On a hit, the target is also grappled (escape DC 16). This cannot accelerate collection or impose an unwritten penalty.

Whispers and Pathos-Tolls. Arousal is pressure, not consent; Climax is release, not contractual fulfillment. No ability in this stat block generates a Whisper through damage, a failed saving throw or release alone. Collection requires the actual fulfillment and collection clauses of a valid bargain. Whispers are emotional resonance, not souls, memories or automatic ownership of their source. Custody of an entrusted Confidence grants no right to read, sell or consume it.

By Authority of the Court

Where a Markhound follows a private commission, a Pathos Bailiff arrives carrying an authenticated warrant, settlement or collection order recognized by an infernal court. Its authority may descend from a Crowned Devil or another institution empowered by valid agreements. The Bailiff announces the claim, identifies the relevant parties and enforces only the terms that can actually be proved. Its seal is more frightening than its weapon because other Devils recognize the consequence behind it.

A disputed obligation belongs before a Clausekeeper, not beneath a Bailiff’s boot. When documentation is invalid, payment has not become due, or the wrong person has been marked, a principled Bailiff may stay its hand and return the matter for judgment. Some resent that restraint; others consider it the sole distinction between an officer and a hired thug.

Using Pathos Bailiffs in Play

Pathos Bailiffs turn old bargains into present problems. Their arrival signals that an infernal agreement has reached the point where someone must stop pretending it will resolve itself, making them useful for chase scenes, negotiations, legal mysteries and adventures built around whether a contract was ever valid in the first place.

They can also become reluctant allies. A Bailiff may help expose a fraudulent Clausekeeper, escort a bargainer safely to renegotiation or refuse an order from a greater Devil because the requested punishment simply does not appear anywhere in the signed terms.

Tactics and Encounter Use

Use Weight of the Mark before engaging with Sealchain. A contract dispute may halt pursuit; combat abilities remain combat abilities and cannot prove a debt valid.

Contract Scope. Before using a bargain, record the service, willing parties, fulfillment condition, compatible Pathos-Toll, collection method and any agreed breach remedy. Promised services require the devil’s actual resources, contacts or separately established magic; this stat block grants no unlimited wish, compelled affection or automatic resurrection.

“The Bailiff is not the contract. If you want to survive one, stop arguing with the creature and start reading the agreement that gave it permission to come.” — Morvane Kaestra
